Arthur's career has been shaped by his work on artists' authorship rights, including lectures at New York Law School for renowned art law attorney & professor Gustave Harrow and then worked with Mr. Harrow on landmark Visual Artists Rights Act cases, including Richard Serra's "Tilted Arc" defense in addition to working with Harrow on his own case regarding his copyrighted sculpture “Olympic Experience” in 1984.
His work has been exhibited at prestigious venues including the Grand Palais in Paris, Avery Fisher Hall at Lincoln Center, and Ronald Feldman Fine Arts Gallery in SoHo, NYC.
His sculptures are listed in PublicArtArchives.org and the Smithsonian Institution's inventory of American Painting and Sculpture.
His public art commissions include "Components of Public Safety I & II" (2001-2002)—two multi-ton sculptures created from melted weapons collected through gun buyback programs, now installed at Hillsborough County Sheriff's facilities. The purchase order for these works is dated September 11, 2001.
CivicTools.com represents Arthur's evolution into digital space, where word objects function as both conceptual art and democratic infrastructure. Each domain in the "When Women Show Up" collection is crafted with the same attention to linguistic precision and cultural intervention that defines his museum-recognized physical work—but with the scalability and permanence that only digital assets provide.
These are not marketing tools dressed up as art.
They are art objects designed to do work in the world.
In this critical moment, fostering meaningful civic impact is crucial. Arthur's objective is to build deeper connections with citizens through proactive media word objects, with the potential to grow and build community now and for future campaigns.
Each domain becomes a vital portal for positive citizen engagement,
providing Visual NLP to connect, inform, discuss, inspire, and support
the American people in channeling concerns into constructive action.
